Thank you for coming to meet the CPC Board of Trustees! The Board consists of nine members representing a cross-section of the fire service industry. They represent fire departments, city and county management, federal fire departments, and international departments. The board meets two times each year in person with regular teleconferences in the intervening periods. The in person meetings are held in the spring and during the International Association of Fire Chief’s Fire Rescue International conference in the fall. These meetings serve as the designated times that individuals will be recognized with a credential designation – either as Chief Fire Officers (CFO) or Geographic Information Systems Technicians (GIS-T). The Board oversees the development of materials and training to support the mission of the commission as well as make recommendations to the Board of Directors for policy and financial decisions.

Mr. Marlatt is the Associate Director of the Maryland Fire and Rescue Institute at the University of Maryland. The Institute provides annual training to over 32,000 students worldwide. After completing his post graduate studies he was appointed full time to the faculty of the University in 1977. Previously, Mr. Marlatt was employed as a career fire officer and worked in the insurance industry.
In addition to his duties with the University, Patrick Marlatt remains active in the emergency services as the Chief of the Fifth District Volunteer Fire Department, Clarksville, Maryland, a combination department in a rapidly growing suburb of Washington/Baltimore.
Mr. Marlatt currently serves on the NFPA Fire Fighter Professional Qualifications Committee. In addition to being a Nationally Certified Fire Officer IV, a Certified Fire Protection Specialist, Mr. Marlatt was among one of the first to become designated as a Chief Fire Officer earning his designation in 2001.

Chief Carrizzo is the Fire Chief of Southern Platte Fire Protection District. Southern Platte FPD is a growing department serving nearly 40,000 people in 77 square miles. The district serves three municipalities and unincorporated portions of Platte County adjoining the City of Kansas City, Missouri. The District also contracts for full service to two other cities. During his ten-year tenure as Chief, he has successfully managed the transition from an all volunteer to a combination department with 39 paid personnel and 25 active volunteer personnel.
Active in local, state and national fire service professional organizations, Chief Carrizzo serves as an Executive Board member to the Heart of America Metro Fire Chief's Council, is an advisory board member for the community college's fire science program, an advisory board member for Fire-Rescue GPO, and 2nd Vice-President of the Missouri Valley Division of IAFC. He currently serves his community as a member of the Southern Platte Rotary Club, coaches for a little league program, and is very active with his children's school.
Academically, he holds a Bachelor's and Master's Degree in Business Administration from Central Missouri State University. He also has an A.S. in Fire Science from Penn Valley Community College. Chief Carrizzo received his CFO designation in 2001 and is a graduate of the NFA Executive Fire Officer Program.

Born in Philadelphia, PA, Tom moved to South Florida with his parents in 1972. After graduating from high school in Broward County, he entered the Marine Corps. He spent approximately 18 months on active duty and then served 3 1/2 years in the Marine Corps Reserves. He left as a Sergeant and was a trained interrogator in Military Intelligence.
Shortly after leaving active duty, Tom entered the Fire Service, first starting in 1978 with the City of Davie in Broward County. He left the Davie Fire Department in 1981 to pursue further education at Florida State University in Tallahassee. After two years of school, he was drawn back into the Fire Service with the Tallahassee Fire Department. He entered that department as a Firefighter working his way through the ranks to Deputy Chief in charge of all fire department operations. In 1994 he left Tallahassee and accepted the Fire Chief's position with the City of Titusville and in September 1999 was appointed the City Manager.
Tom has an A.A. degree from Florida State University, a Bachelor's Degree from University of Cincinnati and a Master's Degree in Public Administration from the University of Central Florida and is an International Association of City/County Management (ICMA) Credentialed Manager. Tom is a graduate of the NFA Executive Fire Officer Program. In 1999 he was named Brevard County Manager of the Year as well as Fire Chief of the Year for the State of Florida.
Tom is on the Board of Directors for the United Way and YMCA as well as on the Executive Board for the Civilian Military Association. He is a Past President of the Brevard County Public Management Association.
Tom has been married for 28 years to his wife Dee Dee. They have two sons, Deryck and Randy, and reside in The Sanctuary.

Gary Curmode has served as Fire Chief of Sedgwick County Fire District #1 for the past 12 years. He directs 139 paid personnel and a $13 million budget. Chief Curmode supervises fire prevention, emergency medical service delivery system, fleet maintenance, fire suppression, and public education/fire investigation.
Chief Curmode was part of the original committee that formed the Wichita-Sedgwick County Hazardous Materials Task Force in December 1981. He was a hazmat technician until promoted to a high echelon position in the fire service. Additionally, he has provided training to private industry and fire departments in Colorado, Kansas, Missouri, Oklahoma, and Texas in HAZWOPER, 29 CFR 1910.120.
Chief Curmode completed his Chief Fire Officer Designation through the Commission on Chief Fire Officer Designation in April 2001, served as a Peer Reviewer for the program in June 2001, and enrolled his department in the Commission on Fire Accreditation International in the fall of 2000, to achieve departmental accreditation. The department received accredited status in August 2003 and approval of the 1st Annual Compliance Review in 2004. The department is one of 113 internationally accredited agencies and one of only two in the State of Kansas.
Chief Curmode’s professional background includes over 34 years of emergency response to incidents in hazardous materials and fire suppression. Recently, he taught Basic Concepts of Terrorism Response/Concepts to the Ft. Worth, Texas Fire Department. He is also an adjunct professor at the National Fire Academy in Emmitsburg, Maryland.
His educational background includes an AA in Fire Science, a BA in Secondary Education, and a double MA in Administration of Justice and Public Administration. He completed the National Fire Academy's “Executive Fire Officer” program in 1991.
He is a member of the National Fire Service Incident Management System Consortium; Firefighter Safety Study Act Committee, USFA and the Web-Based Internet Hazmat Operations, USFA. He is an active member of the International Association of Fire Chiefs, the Missouri Valley Division of Fire Chiefs, the Kansas Association of Fire Chiefs, and President of the Kansas Professional Fire Chiefs.
As a peer assessor, he has assessed 9 departments for Accreditation for the Commission on Fire Accreditation International. On seven of these, he was the team leader. In 2003, he was nominated and appointed as a Commissioner of the Chief Fire Officer Designation program by CFAI for all Career Departments in the IAFC. In June, 2006, Chief Curmode attended the Senior Executives in Local and State Government at the JFK School of Government at Harvard University.
He has three children—Rory, Mogie, and Kasey.

Tim is a 29-year veteran of the fire service and currently serves as Chief of the German Township Fire & EMS (Clark County, Ohio). He
has an extensive background in health care management, the fire service, and organizational development.
As a speaker and seminar leader, Tim has conducted programs throughout the United States. He speaks and trains on a variety of fire and EMS management and leadership issues.
As a member of the National Speakers Association, Tim receives frequent requests to speak at conferences and retreats across the country. He is known for presenting highly unique and motivating programs that give practical solutions to today’s hectic and demanding world.
Tim has written numerous articles for national journals and he has published three books, The Ten Commandments of Highly Successful Leaders, The Building Blocks of a Winning Team, and Leadership Rules of Engagement.
Tim holds a Bachelor’s Degree in Management from Ottawa University, where he graduated with honors. He received his CFO designation in 2003. In 2002 Fire Chief Magazine named him Fire Chief of the Year.
Tim resides in West Central Ohio with his wife Becky and their daughters.

Roxanne is a twenty-year veteran of the Los Angeles Fire Department and currently serves as Assistant Chief. She has held the ranks of Firefighter, Inspector, Captain, and Battalion Chief. Roxanne supervises approximately 400 personnel and is responsible for the overall management/operation of one-third the City of Los Angeles, including: West Los Angeles, Century City, South Los Angeles, Fairfax district, the Port of Los Angeles, and Los Angeles International Airport. Her responsibilities include personnel management, staffing, resource allocation, training, fire prevention, budget, community relations, emergency management, and administrative projects.
Roxanne holds a Bachelor's Degree in Economics from the University of California, Santa Barbara, and a Master's Degree in Public Administration from California State University, Los Angeles. She recently attended Harvard University's Senior Executives in State and Local Government, on a fellowship through the Fire Service. She is a participant of the NFA Executive Fire Officer Program and will graduate in 2005. Roxanne has also written several articles for fire service publications and serves on the editorial board for a new journal being published in 2005 entitled, "International Fire Service Journal of Leadership and Management".

On July 19, 1996 Mr. Mason became the third person to head fire training in the state of New Hampshire: appointed by the governor as Director of the Division of Fire Standards and Training within the Department of Safety. Prior to his career at the state's fire academy, Rick served more than twenty years in three New Hampshire City Fire Departments. He was a shift Captain with the City of Lebanon Fire Department; Deputy Fire Chief for Nashua Fire Rescue; and Operations and Training Chief for the City of Portsmouth Fire Department.
Rick has an A.S. Degree in Fire Protection from the New Hampshire Community Technical College and a Bachelor's Degree in Public Safety Management from the University System of New Hampshire. Rick was among one of the first to become designated as a Chief Fire Officer earning his designation in 2000.
Rick is active in the New Hampshire Boy Scouts, serves as President of the Safety & Health Council of Northern New England and is past President of the Portsmouth Sunrise Rotary Club. Rick lives in Portsmouth with his wife Kathleen and their two children, Chris and Jenn. Chris recently returned safely from a one-year assignment in Iraq with the New Hampshire Army National Guard.

Steve is a 36-year veteran of the fire service and currently serves as the Assistant Director of Fire & Emergency Services for Naval Facilities Engineering Command, Washington Navy Yard, DC. As Assistant Director he is responsible for the management and coordination of Structural Fire Programs, Airfield Rescue Fire Fighting, Disaster & Weapons of Mass Destruction, Fire Department Assessment/Accreditation, and Fire and Emergency Service Training Programs. He has developed the Emergency Management Plan for Navy’s Shore based facilities, which included all bases worldwide.
He has served on numerous task forces and committees and has been a Commissioner for the Maryland Fire and Rescue Education Training Commission.
Steve has an Associate’s degree in Law Enforcement, a Bachelor’s Degree in Behavioral Science from National Louis University and a Master’s Degree in Management from National Louis University. He received his CFO designation in 2003 and holds numerous professional certifications in all areas of Emergency Services.
Steve enjoys spending time with his family (especially the grandchildren), sports and walks with his dog “Gomer.”
